taking the reins more than a year after the mayor fired the former chief. thank you so much for joining us here during kron. 4 news at 3. i'm justine waldman. and today the new chief. >> have hinted at some positive signs on lower crime rates but says they're still. >> a lot more work to be done. kron four's to so joins us now live from the newsroom with more on the chiefs first day. >> police chief floyd mitchell behind the scenes at opd headquarters monday meeting and greeting members of the department. only one news camera was allowed in a no questions were permitted. mitchell was shown on the job tackling tasks such is going over crime statistics got to crime analysis reported kind of going over that kind hurt myself a little bit. he spoke with employees. this is the department's wellness counselor.

>> and he introduced himself to a new recruitment class. tell that i've been in this profession probably longer >> for almost 35 years. this is one of honorable. >> greatest professions that you can metro says that his top goals coming into the department building public trust in a safer community. in a brief statement he shared this. >> spent the last few days attending some lineups to meet my spend the rest of this week attending different meetings to get brought up to speed on several different things going on within the local police department and within this community. i look forward to meeting each and every one of you personally, whether it a community meeting or out on the street, crime continues to plague oakland while burglaries are down by 46%. violent crime is up by 14%. >> which includes robberies up. 37%. opd remains under the supervision of a federal court

appointed monitor as a result of the riders case in 2003 in which a group of officers was exposed for beating and framing mostly black oakland residents. >> chief michel has said that plans to help the department successfully complete the program and close that chapter. chief michel is oakland's 12 chief in the last decade. reporting in the newsroom. i'm theresa stasi back to just 8 theresa, thank you. santa rosa. police say that a traffic stop led to the discovery of a loaded machine gun. this happened yesterday when officers >> pulled over a ford fusion near the intersection of west 3rd street. in stony point road, a 19 year-old santa rosa resident admitted to having that firearm and a satchel that he was wearing across his chest. he was detained without incident and booked on a series of felony charges. this week, david de pap the man convicted of attacking paul pelosi will learn his fate. the path was convicted last year for the attempted kidnapping of a federal

official and assault. us from october of 2022. during the trial to pap admitted that he broke into the pelosi home with the full intent of holding nancy pelosi hostage. the pap is set to be sentenced on friday. federal prosecutors are asking a judge for a 40 year prison sentence. community leaders across the bay area are remembering the lives of peggy moore and hope would they worked on high-profile jobs in east bay politics and the 2 women were killed in a car crash over the weekend in san diego county. kron four's. tiffany justice joins us now here live in the studio after speaking with someone who work closely with more that oakland's former mayor. tiffany, what did you learn about them? yes, be. chef says that peggy was instrumental in her run for oakland, mayor with a true passion to help others through policy. >> her friends and family. shocked. somewhat comforted by the idea that. they went immediately. when

instantaneously without paying and that they went together. >> political leaders in the east bay mourning and remembering the life of a describe political powerhouse. peggy moore and her wife hope would killed in a crash friday in san diego county. former oakland mayor libby schaff speaking with kron 4 monday house. she had been that. >> state director for obama >> she agreed to be the campaign manager for one term councilmember who was challenging the incumbent. this is back in 2013, 2014. >> chaff reflecting back on their time, working together. more was shafts campaign manager for run for mayor of oakland, 2015 and a senior adviser towards the end of her time in office. but above all else shafts as she remembers more as a close friend who loved people and making connections. you could not walk anywhere with peggy.

>> without it taking like 2 hours, she knew every person. and if she didn't know that she would just strike up a conversation and get them for her. politics was deeply personal. it was about connecting connecting through our differences to lift up our shared hopes. just love. >> oakland, representative barr relieve posting on x about her sadness over the loss saying she's heartbroken. peggy was a friend activists and one of the best organizers. she knew more inward created a political consulting firm in twenty-twenty called hope action change. the couple met while working on the obama campaign in 2008. she and hope went through out this country and especially in the great state of california. >> it went. >> now close family and friends held a vigil last night for both peggy and hope at lake merritt where we're told the couple got married.

east bay. a bit to dig. ran to agree to tomorrow morning. 68. it looks like by 7 o'clock by 10. we'll stay clear. but again, in parts of the bay will start to see some of that fog working here about 57 for temperatures right now. word 80 going on for antioch. most readings off east in the 70's east bay shoreline. still hang into the 60's, though, oakland, 60 to 72. meanwhile, for fremont, 70 to san jose, a lot of 60's up north with 73 for the battle know we are trailing a couple degrees from where we were this time from yesterday. the slow moving act by the fog. so be kind of a daily thing depending on when it really starts to mosey on out. because don't forget up a aloft conditions may change a little bit. it's not so warm. might get some better lifting going on the planning tonight. we've got the clouds redeveloping here. fog. nice inland, though. still for your evening. 75 then by midnight getting down to 62. so it's going to be chilly pretty quickly here. we've got a fog and some cool conditions already developing. and by tomorrow morning, you've got

inland fog ground fog to deal with chilly start upper 40's, some lower 50's. now we have persistence for much of the week ahead into the weekend, though, to have a little low in our backyard. will have to watch out. for more on your forecast a bit. justine. >> thank you. students were holding protests over the war in gaza on college campuses across the country and here in the bay area. they did so over the weekend. but jewish students organized a rally at stanford and organizers say the goal was to express support for stanford's mission of diversity. this is some students say they feel pressure not to talk about world events due to antisemitism. and a uc berkeley. some soon-to-be graduates making a statement about the war in gaza during this weekend ceremony. >> video shows a student waving the palestinian flag as she walked across the stage at uc berkeley's law graduation.

this was over the weekend. protests also broke out on saturday during main graduation ceremony. these protesters have been camped out on the university's campus for about 3 weeks. >> a new report on the israel-hamas war published by the biden administration is drawing fire from both sides of the aisle. that report concludes israel likely violated in 2 international humanitarian law. but u.s. officials can't be sure. our washington correspondent trevor shirley is in dc with more. >> that report was released on friday and throughout the weekend continued to get pushback from both lawmakers and administration officials. the report found likely evidence israel breached international protections for civilians as it carries out its war in gaza against hamas. it's reasonable to conclude. >> that there are instances where israel has acted in ways that are not consistent with international trade law. however, u.s. officials could not link specific weapons to individual attacks by israeli

forces. that caveat could give the u.s. some future leeway in deciding how and to what extent to supply israel with more weapons. we continue to look at investigate each of these incidents but critically. so does israel already. some lawmakers say israel should be held to account with further weapons shipments conditioned on whether it follows international laws. i think any objective observer knows. israel has broken international law. it has broken american law. and in my view israel should not be receiving on another vehicle in u.s. military aid, but others instead pointing the finger only at hamas. well, i think it's impossible to mitigate civilian deaths in gaza is longest hamas uses their own population as human shields i've never seen in the history warfare, such blatant efforts by enemy hamas. >> to put civilians at risk,

have some breaking news now into our newsroom from the peninsula. all lanes of del camino. real our close between dee glen road and the need to avenue. this is due to a crash. >> that involves a tree and power lines for them see the tree down here. the belmont police department posted this picture on acts pg and e belmont public works. and the san mateo consolidated fire department are on scene now trying to get this under control. but right now there is no eta as to when the roadways will reopen. so drivers should use a different way to get around this area of belmont until the situation is cleared up. shuttered for good bogged down by poor finances and low enrollment. a private elementary and middle school in newark not only ends its academic year, but it had to close permanently. kron 4 suk-yeol spoke with the owner who feels terrible that the sudden closure caught the community off guard. >> back in december, marshall and company property

management filed a property commercial eviction lawsuit against new horizon school in newark, which is still pending in alameda county superior court assigned to private elementary and middle school that opened in 1988. was on the brink of collapse, though many parents and staff members were unaware of how dire the situation was principal and owner victor dawson says he could not even afford to pay utilities leading to his swift decision to notify the community last week. all operations and instruction would permanently shut down in days. we have stop faucet firms are big you know, we were again in a in a pretty. >> that situation over the past few months. several teachers left when they were notified by dawson that they would not immediately get paid. and through the school's final day last friday, dawson confirms many of the remaining 16 or 17 staff members were still >> the complaint has been filed against the school with state labor regulators, which

dawson acknowledged over the phone monday with kron 4, adding that he hopes to pay those owed money, working with the labor department on >> and we're we're in the process starts since as persistently lower enrollment limited staff and financial instability starting with the economic downturn back in 2020. >> have regrettably let him and his school to file for chapter 7 bankruptcy and close up for good on a normal year. we had about 100 and you know, 5280 students per year. >> and over the last couple of years, we talked about 100 students. so that was just to the talk families that we were unable to get back and making matters worse. at least 8 families who were unaware of the imminent closure and paid next year's $14,000 tuition early. >> have to wait at least 90 days from making a request for reimbursement to get their money back into the game to staff that to work. you far as he could, you know, they were

calling it clear that we for the inland areas. but you'll get some bay fog already. at that hour, we're at 57 by 10. alright, this fog. since i mentioned it. not too far away. we get to tonight. but look at this before the witching hour. already slamming up against the east bay shoreline, not getting inland just yet, but you can see the progress of it. and also up to the north bay, too. so again, dealing with ground fog. first things first in the morning hours. look at that spilling in the sacramento valley tonight. a gentle forecast is variable clouds, fog returns. explanation 0.50 51 going on for oakland. 54 san jose. some light fog thrown in there and cool. but that will clear out again for those inland spots. pretty quickly. ultimate lows tonight, dipping down to the upper 40's up north. 52 for concord, 57 or so for livermore. and 54 san jose with 50 going on for san francisco. so again, the bay fog returns. we got our cool temps with temperatures near about 50, depending what direction upper 40's are lower 50's at that morning. they fog to deal with but sunny and

warm in the afternoon. so we'll be looking all week long for those high temperatures inland getting to around 80, maybe bumping up a couple degrees beyond that. lot of upper 70's too. so the good onshore flow, which is local winds, it's not being driven by some big, lower something around here that will continue all week long and getting in a fire season. it's good to have a wind onshore and offshore. and then this weekend so we're saying the text right now, bay fog, coastal drizzle. that's because of that low in our backyard. got to watch. it looks dry for right now. but if that changes, we'll let you know tomorrow. 65 with some partial clearing san francisco, 70 for oakland. 82 for san jose at the extended forecast coming up for you and a bit just eaten. >> dave, thank you. san mateo county officials are praising a judge's decision after utility regulators blocked a controversial proposal from 18 t to cut landline service cpsc administrative law judge last week rejected 18 t's proposal to withdraw as carrier of last resort. the decision means 18

teams continue to provide basic telephone service to anyone who requests it. the cpsc still has to vote on whether to accept the. administrative law judge's decision next month. and these county officials from san mateo county are praising the judge's decision saying it will protect residents in rural areas who still rely on landline service. supervisor ray mueller saying in part, we will continue to advocate for all san mateo county residents and their ability to choose landline service so they can communicate when cell service is unavailable, unreliable or down, especially in cases of emergency. major car companies, including progressive and are at the center of a new lawsuit filed by alameda county district attorney pamela price. according to the lawsuits, some insurance companies have been working with software developers to undervalue totaled cars. da prize filed a 69 page civil complaint, accusing the companies of using special software to

>> for your money this afternoon, some small businesses in monterey county impacted by the recent highway. one slip out could be eligible for a disaster loan. the u.s. small business administration says it will provide low-interest federal loans. 2 non-farm businesses, agriculture co-operatives businesses that are engaged aquaculture and most private nonprofit organizations, qualifying businesses could receive loans of up to 2 million dollars. and it's no secret that california is expensive. but a new study says that the state's economy is causing some young people to fall really behind. that's according to the public policy institute of california. the study found that in 2022 more than one in 10 californians between the age of 16. and 24, we're not in school working or looking for a job. the majority of these youth are young, and while the state has spent more than 3 billion dollars on career education

programs in high school since 2015, the study says its actually residential segregation. that makes it difficult for young people to access opportunities and it doesn't help that the cost of college keeps going up in the state. the state is expanding on dual enrollment programs that let high school students take college classes to make college more attainable. a new study shows almost half of all cancer patients and survivors have debt. despite nearly all of them being insured at the time. the study conducted by the american cancer society, cancer action network found that almost 50% of surveyed patients are over $5,000 in debt. nearly 70% have had that debt for over a year and more than a 3rd of had that debt for over 3 years, almost half of seen a decrease in their credit score. up next, a tribute to vietnamese heritage in san jose. the re imagine garden that just broke ground. >> also, hundreds asian projects now underway across the state. how you can keep

>> in the south bay, the vietnamese community in san jose is coming together to celebrate the planned expansion and improvement of a new public space in kelly park. kron 4 s charles clifford has the details. >> well, here in san jose, the city's vietnamese heritage garden has sat mostly undeveloped for decades, but there's a new effort under way

to improve the space. on monday. san jose mayor matt mahan let a groundbreaking ceremony for a new effort to expand and improve the vietnamese heritage garden in kelly park. the garden was originally constructed in 2011 to honor the thousands of refugees who fled vietnam after the fall of saigon in 1975. but until now, most of the park has remained an empty lot. the new plan calls for building a garden with trees, trails and benches. there will also be a space to host community events, cultural performances and educational programs. the first phase of the new effort will include adding a statue featuring an american soldier and in vietnamese soldier standing side-by-side. our shared vision is a garden that remembers the past but looks ahead to the future that pays homage to the journey that thousands of families took to find a better life here in america. >> and it helps create a better life providing a space for people to come together. celebrate and share the rich

island. reports of a 5 year-old drowned in bethel island. we had a young male drowned. >> landing over there. john sullivan, a neighbor says each of these homes has a dock news hitting close to his home. he says tragedy was praying for you know, it didn't work >> you're the rescuers did the best they could. >> neighbors tell us the boy was visiting relatives in the complex and fell off the dock in the back of the home. so neighbors say a drowning is really uncommon. some of them have been living here for years and say they've never seen anything like it. but they also said at the same time, water safety is at the top of mind spreading sand words of advice for people who have boats just like this one. i'm very sad about it. hearing about it that that breaks my heart. darlene weaver has lived here for 3 years and says she's never heard of a drowning in this community until now. i'm not blaming the pairing, you shows just don't think things happen so quickly, right? so accidents happen. that's why they're

is necessary for what they need when they're out there working in the heat. >> every year in california, workers have died from heat so today's event is to try to prevent anybody from dying or getting sick from heat illness. >> farm workers who have more questions can contact their employer or cal osha. there's now a new tool for californians to track community improvements and infrastructure investments. this interactive map was just launched by caltrans and it highlights more than 300 clean california projects across the state. the projects are funded by clean california. a billion-dollar multi-year effort launched in 2021 by governor newsom. it prioritize removing trash from highways and city streets. beautifying areas through landscaping and increasing public art with cultural connections with the new mapping tool, californians can check out the project's progress by county city, zip

code or address. take a look at this. we have a time lapse now. the aurora borealis that was all across bay area skies over the weekend. this is caused from an unusually strong solar system which is producing northern lights in cities that don't normally get to see them. this level of the storm hts not been seen since 2003 had the power to disrupt cell phone networks, gps satellites, internet services and power grids. and if you are lucky enough to see it to moment a night you won't soon it's windy up there. here's pier 15 in san francisco right now. bay bridge in the background and davis. it like that all across there right now that windy out there, right? well, that corridor right there. yeah, it's gets picked up pretty nicely going right across our to the kirchhaine a straight. so we're looking at numbers out in the 20's. >> easily with those winds. and again, the direction is good, lisa, it's onshore. we don't like the other direction like that will start to get into the season. look out for it. east bay shoreline. right now, we're still left over those high clouds from the fog still left over are completely

mixed out entirely to give us nice and blue skies. so you can see the fog is not far away from home breakdown for you to get into the evening hours. well inland, it still be called clear because the fog take a while to get out there. we'll say 68 by 7 by 10 o'clock. 57. but already by that time, many years of the bay will start to see some of that fog rolling on in for right now. we're looking at 80 for antioch. it will have some company, maybe perhaps tomorrow. but 76 concord and livermore east bay shoreline still holding on to the 60's. 71 fremont up to the north bay 60's and 73 for 74 san jose. so in future cast for yes, some showers going on up there in the mountains are fog. meanwhile, tomorrow morning and again with daytime heating. we'll see some of those showers flare up again in the mountains coming from the east. now, that's a direction the highway we look for for, say july through september of the monsoon trying to sneak back in here get some time sprayed us with some of that moisture from the east when it really gets rocking here a little bit. but that's a highway. it takes.

meanwhile, back to our flow pattern. yes, notice the error is all coming from the coast and you can see the never completely let up even at night. but that helps bring in that marine layer in during the day, too. so we have the warm air aloft and that will change day by day. but this warm today was warm air aloft. we have an onshore flow that continues to bring in that marine layer gets trapped in terms of far-right our backyard. so for tonight, yeah, it comes back again. 50 san francisco open. 51. 54 meanwhile for san jose numbers tomorrow. yeah, we have the orange crayons back again. mid 80's in the far east bay up in the north, a hodgepodge of 70's and 80's chilly in vallejo check out that extended forecast in a bit. justine. >> say thank you for your health this researchers selling people need to spend an average of 67 minutes outside each day in order to feel refreshed. the poll of 2000 adults from feel that more than half of americans are also craving time spent outdoors more than ever before conducted by talker research on behalf of rv share results found that those who spent

time outside say it relaxes them or puts him in a better mood and helps them clear their head. it was a setback today for the nevada teachers union. that union has been trying to put a measure on the november ballot to reverse a decision by state lawmakers to earmark 380 million dollars in public funds for a new a's baseball stadium in las vegas today. the supreme court. in the state there upheld a lower court ruling indicating that the proposed referendum petition was not grieving correctly and must be redone to comply with state law. the teachers union says now there's just not enough time to make changes and re filed the petition in time to collect the signatures needed to put the measure on this november's ballot. >> this is the unfortunate billionaires and their lobbyists took advantage of a very slow process. they did run out the clock this time. but the only thing that really did was delay this until we can refile until 2025. that

still remains incredibly unpopular project locally. and it's very disappointing that the nevada citizens won't have the opportunity to vote on it this year. >> because there's no election in that state until 2020 in 2025. a revised ballot measure cannot go to voters until november of 2026. and in the meantime, the teachers union has already filed suit against the state suggesting the passage of legislation earmarking public funds for stadium violates the state's constitution. and that case has yet to go to trial. a local family now trying to give back and creating a legacy in the health care field after having their lives changed forever. it's a free program from others created by the san francisco health department. kron four's less. the good in spoke with the family and has their story. >> judy lopez is a san francisco native and has been a practicing nurse for over a decade. the mother to says it was a calling to get back and

to help others. >> as a young child, i saw nurses in their uniforms and scrubs as heroes. and i still feel the same way today. >> while pregnant with her second son, julian, she ended up having him prematurely little does she know this was going to change her personal and professional life for ever. >> i found myself in the most wonderful time of my life. and the social worker and everyone was supporting me at the hospital, then realized i could benefit from having a service called field home visiting program where the nurse comes directly to your home. it's voluntary program. and with that guidance, i was able to feel. >> support the support she received came from a free program from others through the san francisco department of public health. she says the experience helped her navigate having a preemie and gave her the skills she would later use. >> we're learning different modalities like how can i keep him healthy and then still

make sure that i was to keep myself healthy. and i was also in grieving stay. i had lost my mom that year. so it was a lot on my plate. but i didn't know that with a nurse coming to the home in my sacred space, my humble home that i felt supported. >> jenny, so inspired by the experience later became a public health nurse herself and didn't forget the program that poured into her. >> actually, the first job that i was hired for was with maternal child adolescent health, the same home visiting program that serves me in my most vulnerable time. so for me, it was such a gift and that little boy who was once a preemie in her lap. >> while she studied to become a nurse is now. 22 and just finished his first semester in nursing school. so i think definitely being in her footsteps is something that i a. >> and something and take pride in for sure. and i know that she, you know, loves and is something that we just kind of cherish. it's a special

governor newsom unveil his updated state budget proposal and already members from both sides of the aisle are pushing back over. proposed cuts to the governor says are necessary to close it projected multi-billion dollar deficit. our capitol correspondent eytan wallace has reaction from frustrated democrats and republicans. >> we'll keep in mind the budget is significant because it tells us exactly which programs the governor plans to fund that impact your life. everything from public safety to education. but now some members of his own party say it's not about what is funded, but what is not that has them outrage. these are difficult decisions. that was governor gavin newsom friday making it clear he's 288 billion dollar proposed budget. >> comes with some painful recommendations. he's proposing cuts to more than 250 programs across state government. all in his words to help close a projected 27.6 billion dollars projected shortfall. none of this is. >> i'm kind working. enjoy but you've got to do we have to be

responsible. we have to be accountable specifically. he's calling for more than 18 billion dollars in cuts on a variety of fronts, including a slash to some 10,000 vacant state jobs and reductions for programs related to broadband access water, storage and local and state public health departments what i want to know. >> but the alternative, you know, we can we can eliminate our expansion of health care. we can eliminate. >> wages we can limit. we do furloughs into layoffs. we can do a lot of things i want to do those things. but for those who local public health departments. >> they say the proposed cuts will impact services across the board. health professionals worry cuts could ultimately hurt efforts to prepare for a future. public health emergency. devastating. because that is what >> we feel detrimental. again. we're moving backwards. the bottom line is that if we lose this funding, people will lose their jobs and work will not get done. in a statement, democratic senator caroline manzo part of the san fernando valley blasted newsom's budget writing do not be deceived. these are not just cuts to

administrative costs. >> these draconian cuts have real life and death consequences and will push our most vulnerable children. families, an aging californians into homelessness and starvation. i plan to fight back with everything i have. but her fellow democrats, including assembly speaker robert reverse, an assembly budget committee chair jesse gabriel. we're more optimistic, noting. well, newsome is taking 12 billion dollars from the state's reserves. they make clear the state will still have at least half of its rainy-day fund left for future years. newsome says that's not all keeping core services and tact. that's his message on the budget, noting it invest in services for public safety and average of more than $23,000 for each k through 12 public school student and im programs for housing and homelessness. people want they want to see results. the republicans argue newsom could have avoided this entire situation committed to spending less and saving more in previous years. look, it's his own because they made all these promises to people all these things. they said

and even up to fairfield about 23 miles per hour. a lot of teens you can see at this hour for the east bay. back to that fog again. here it comes, will stop at around midnight here actually before. but already making its presence known in the east bay and start to slip into livermore valley. you can see here towards witching hour and then by tomorrow morning spill in the sacramento valley. how that ground fog yet again, a couple of hours after sunrise that will mix up very nicely and just get right into the immediate bay where will be fighting some overcast skies as a poll. by the way, they're looking at about an hour delay or so that's due to construction again. just a side note there. so bay fog returns tonight. cool near about 50 looks like it's already made its way to the airport here. then to this week we've got morning fog to deal with sunny and warm kind of her persistence forecast. those inland highs around 80 70's for the bay this weekend. well, put a pin in that for right now. but it looks sunny, not as warm in the 70's. so what we're watching is this low right about here, boom. you can see the rotation, not
